With the nation-wide electricity shortage and the system reform of electric power at national level from 2003, five major electric power generation groups have been established successively, creating a fresh tide of competition in electric source construction with investors from home and abroad. Due to the advantage of electricity generation by thermal power in its short construction period, low cost, and quick effect, it has become the main type of the current electric source construction projects. This thesis focuses on the construction management of thermal power electricity generation. The thesis consists of five parts:The first part introduces the background of national system reform of electric power and the current examination and approval regulation of electric power projects based on the 2×300MW expansive construction project of Hua Ying Shan Electricity Generation Factory (state-owned), including information of the factory's situation, electric power market in Sichuan, and preliminary stage of the thermal power electricity generation project there.The second part introduces some principles of project management, including the definition and basic characteristics of project, the content of project management, the developing process of project management overseas, and general modes of project management. The third part elaborates on the details and the realization of every outside condition of Hua Ying Shan Electricity Generation Factory's 2×300MW expansive construction project with focused analysis on the construction condition and financial availability. The fourth part accounts for the most important. It first explains the five regulations of national project construction management, namely the project legal person system, capital system, bidding system, supervision system and economic contract system. Then it designs the investing construction management institutes and their main responsibilities according to Hua Ying Shan project, introducing the formation, chief functions and managerial significance of the thermal power electricity generation project construction management information system (MIS). Meanwhile, it discusses how the widely renowned project management software P3 (Primavera Project Planner for Windows) plans, controls and analyzes during a construction process, with an emphasis on the specific mode and content of security, quality, process and cost control. The fifth and last part of the thesis stresses on the risk management and control of thermal power electricity generation construction projects from the macro perspective of a nation and the industry itself. First of all, the risk of decision stage includes factors as factory location condition, resource situation, market environment, room for environmental protection, security, and technology, etc. Secondly, it discusses the risks in construction stage and anti-risk strategies. Then, it shifts to discuss the risk of management. The thesis mainly introduces the outside environment and construction content of thermal power electricity generation construction and the application of modern management devices such as MIS and P3. It carefully studies in the field of security, quality, process and cost control, and launched preliminary research of project decision and risk management. With the limitation of content, there's no further research in aspects such as equipment supply management, designing management, coordination between participants or contract management.
