Flood Insurance Research In China

China is a country with a long history in the construction of flood-protection project, especially since New China was founded a large amount of flood-protection projects have been built up, and they have obtained great efficiency in flood -protection .However ,at present flood takes place constantly in a number of rivers and lakes every year .Therefore the flood distaster is still serious .One of the important reasons is that people unscientifically develop the flood areas and abuse them. Man robs the flood of it's land ,and occupies the space which the water is going through. So the flood is increasing.The research into flood insurance is of great significance theoretically and practically in guaranteeing the safety of agricultural production, constructing the comprehensive flood-protection security system adapted to the developing of economy and recovering the production and life of the people in flooded areas as soon as possible.The article looked back upon the research and development of the flood insurance home and abroad. It gives a requirements study on realizing the harmony in human beings and their environments, dealing with various relations existing in flood-protection system and reforming the present management system of flood insurance. Also a feasibility study is conducted on the function of flood insurance, the relative certainty of predicate to flood risk and the conditions under which the flood insurance is carried out. The article analyzed the poll of the flood insurance by the people in the area of the Dongting Lake and the hidden markets of flood insurance in our country. It gave a case study of Hunan Province and Jiangxi Province, analyzing the progressing situation and existing problems with flood insurance. After seeking the causes of difficultly carrying out flood insurance in our country at present, the author suggest that the government should work out the flood insurance plans, accumulate flood insurance funds and the establish the measures to carry out flood insurance in the beginning period.
