| Sustainable development is based on public utility. That investment and financing of civilian capital on public utility construction in Zhejiang province is favorable for both country and people, which not only takes full advantage of civilian capital, accelerates the progress of the urban construction and economics in Zhejiang province, but also extends application area of enormous civilian capital and reduces negative effect by unadvisable investment.At first, by making a brief introduction of the conception of public utility and analyzing the actuality and the major problems on investment and finacing of civilian capital on public utility in Zhejinag province nowdays, we believe that it is necessary to choose a suitable mode of investment and financing.Secondly, by emphasizinig the obstacles which influence investment and financing of civilian capital on public utility macroscopically: ideas and notions, administration system, market admittance, policy circumstance, financing system, rights and interests guarantee and so on, we bring forward some countermeasure against these obstacles.Then by discussing the most useful modes of investment and financing on public utility. contract management, municipal bond and assets regrouping, which provide academic foundation for next chapter. We reconmend that item financing mode and advance municipal bond are the preferential consideration modes on investment and financing of civilian capital on public utility in Zhejiang province. Meaningwhile, we put forward quantitative analysis (CAPM model) of construction project risk on item finacing mode.In the final, with theory application, we analyse the financing mode of Hangzhou Bay Bridge construction, summarize experience of it and bring out some proposals for resolving application obstacles. Meanwhile, advance municipal bond is provided for financing mode of irrigation construction, for which municipal bond published by government of Shanghai.
