The mobile communication is already the most outstanding communication technology, since turn to 21 century, its technology and the growth speed of customers have been beyond the expert's forecasting. And with the third mobile communication management license will soon been issued by our government and the open of telecommunication market, how to develop in the condition of competitive market becomes the most important problem of China Unicom Tianjin Branch. Therefor, how to select the correctly future mobile communication development strategy of China Unicom Tianjin Branch and how to realize it are the research aims in this thesis. In this paper applying the systems analysis and strategic management theories, discusses the developing phase of mobile communication and its characteristics. Using method as SWOT,it analyses the external environments and internal conditions that affect the mobile communication development of China Unicom Tianjin Branch. It forecasts the mobile communication development of Tianjin Unicom Branch during 2004-2008 with macro-analysis and reveals the key factors that decide the mobile communication development of China Unicom Tianjin Branch by the AHP method. On the foundation of above-mentioned analysis, and by using the strategic management theories, it proposes the mobile communication development strategy of China Unicom Tianjin Branch, including CDMA, GSM , and G&M mobile communication network strategy, the business strategy of expanding the city and country markets and the superior service strategy. At last, it proposes the concrete measure to realize the mobile communication development strategy of China Unicom Tianjin Branch. It includes the measure of business development, marker management and develpoment, human resource management.
