The petroleum security concerns national security. The American economy highly depends on the outside petroleum, whicli makes the issue of petroleum security more prominent. In order to guarantee American petroleum security, the main goal of George W. Bush government's petroleum strategy is to control 1 the petroleum resources in Middle East. By this way, it can help U.S.A to reduce the excessive reliance on the Middle East petroleum, and decline the possibility of the breaking out of a new world oil crisis.With the angel of view of the inherent relations of the Middle East petroleum and George W. Bush government's petroleum strategy, this article regards the changes of W. Bush government's petroleum security strategy as the clue in 21st century, trying to probes into the government's petroleum strategy and diplomacy in the Middle East all-sidely . For the sake of explaining it, the whole article is divided into four parts:The first part analyzes the current situation, characteristics and changes of the present international petroleum pattern from two angles -the trends and the static behavior. By way of studying this background, it try to analyze the status and functions of U.S.A. and the Middle East area in the international petroleum pattern in the new century.The second part studies from the George W. Bush government's global strategy as the angle, and catches the oil crisis situation that the government faces in the new century, especially analyzing (he current situations and characteristics of the petroleum strategy of W. Bush government and the impact on international petroleumpattern.The third part looks upon the status of the Middle Hast petroleum in American petroleum security strategy as the breakthrough point and analyzes George VV. Bush government implying specific arrangements on the petroleum strategy of Middle Hast and the influence in the world.The fourth part proceeds from civil and international backgrounds and analyzes the advantages and disadvantages of the petroleum strategy in the Middle East that George W. Bush government carries out, and looks forward to its prospect at the same time.In a word, this article analyzes the relations of W. Bush government's petroleum strategy and it's petroleum strategy in Middle East, in order to offer references for China making petroleum security strategy in the future.
