A scientific and rational civil servant performance management mechanism is good for improving their performance and the service quality of government. That's why civil servant performance managemnet has become a focus of scholars'research and governments'reform. The building of a"service-oriented government"relies on the performance of civil servants working in basic levels. The improvement of the performance management mechanism of civil servants working in basic levels defines how well the"well management"is realized.Currently, the performance managemnet of civil servants working in basic levels is not well organized. There is no scientific measurement of civil servants'morals, performance, and ability. The measurement results are not very fair. The government begins to pay attention to the problems in performance management of civil servants. It is under such circumstances that Guannan takes the lead in China's county-level governments to implement performance management reform. Through survey and research, the author analyzes various problems existing in Guannan's performace management mechanism, considering the characteristics of the work of civil servants in county-level governments, gives the solutions of improving performance management from three aspects including performance planning, measurement and feedback. In performance planning, the author proposes applying a 360 radian way to measure the morals of civil servants and applying the behaviour observation forms to measure the performance of civil servants. Measurements objects are divided into civil servants of the whole county and each unit. In performance measurement, the author stresses the importance of training measurement personnels and discusses the communication mechanism. In performance feedback, the author specially points out the importance of performance interview. Performance interview will be good for improvement of civil servants'work performance.
