National public servant is a very important part of the national human resources. Public servant of the county party department takes a very important position. Then strengthening the administration of them becomes very necessary. And the assessment of the public servant's performance assessment is the core function of the administration of the public servant. It is different from that of the corporation and enterprise's which can be done by performance analyses to choose the assessment standing. It is different because there are many governmental departments and positions, and there is no uniform positional duty and responsibility. So it becomes highly important to use the foreign advanced experiences as reference, to summon up and study our own practice, and to establish a scientific system of the assessment of the public servant' s performance that is suitable to the local situation.This article analyzed the public servant' performance assessment system and its operating problems. And according to that, it used the performance's assessment of the industry and commercial enterprise staff as the reference, and combined the local situation. Then it exercised the organization acting theory and the administration of human resources. It combined the demonstration and theory analysis, the qualitative and quantitative analysis. It systemically studied and analyzed the connotation and character, and the formation of the public servant's performance assessment It quotes the Furry to the AHP and formed the Furry AHP. Establish a Fuzzy Comprehensive Evaluation-AHP model of the public servant assessment. Use it to assess public servant's performance from the county party and political department. Make the qualitative problems quantitative. Make the assessment of public servant more scientific and secure. Besides, the article analyzed the construction of the assessment of the county party department's public servant's performance and gave some suggestions.
