The armies are the captain of the war. In time of war,they stand out to fight a bloody battle for defending our country and people. In time of peace, they keep training for constructing the country. They are not only the loveliest men of our nation, but also the ones of the whole world.There are many soldiers released from the military service every year. The settlement of the veterans is an important political problem of each sovereignty. For the country, the problem involves many fields, such as legislation, administration, staffing and finance and so on. For the veterans themselves, they need the country provide them many kinds of policies and actual help. If we want to solve the problems fundamentally, we must strengthen the assistance in education, cultivate their survival skills. This is an extremely complex social problem, it concerns the development and building of the army and the stabilization of the general situation of the country.As the most powerful military country, America owns the formidable armed forces. In the meanwhile, it has completed legal institutions of military. The veterans have enough conditions in the levels and the quantities to accept the high education. At the end of last century, the universities were fast developed, the quantities of the universities and the enrolling provided the possibility for veterans to enter.2.The conceive of the system of educational assistance in ChinaWe can establish official veterans affair department to take charge of the affairs of the educational assistance; by way of improving the correlative rules and regulations, it can ensure the educational assistance from the legal attitude; it can also help the veterans to receive correlative education and training, lay the root for reemployment of the veterans; we can consummate the policy of the settlement ,too, then, found non-governmental organizations the private associations to coordinate with the government to carry out the educational assistance.
