Chinese government pays much attention to social stability and harmony. At present, social conflicts frequently occur in many places. Scholars attempt to explain social conflicts from different views, for example, benefit, social transformation, institutional variance and so on. This dissertation proposes the micro-mechanism between local governments'behavior and social conflicts. Local governments have obtained large amount of financial revenue though taking over countryside land. Local cadres also participated in some conflict events. Sociologists have proven the related questions in other visual angles. But, the relationship is not causal between local governments'behavior and social conflicts.The author analyzed various factors and described conflict mechanism between populace and government. The author differentiates several kinds of crucial factors and methods concerning conflicts between populace and local governments in China, Populace intentionally thought and recognized that local cadres are corruptive, and disseminate this opinion in their social network. The author also finds that populace attempt to remove (or eliminate) their organic characteristics in the resistance process. This behavior can be named"retail gossip"of governments or officials.In addition, the thesis also analyzed the related policies and their effect. Chinese governments control social conflicts by original resources and methods. The CCP has changed its strategy in the development process, economic policies, administrative and political methods are utilized to control conflicts. Moreover, China has obtained certain success. The Chinese political system shows itself the suitable self-adjusting and self-control abilities.
