The Research On Group Incidents Caused By Environmental Pollution In The Transitional Period

Since taking reform and opening up policy, our economy has been developed rapidly. Because of the extensive development mode, the contradiction between economic growth and ecological environment more and more intensified, mass environmental conflicts occurs frequently, and environmental pollution has become an important cause of mass incidents. In the transitional period this background, mass environmental conflict in our country has entered frequent from accidental condition, and the degree of damage caused by the events is deeper, harm is wider, and the adverse effect is even worse.In this paper, based on the principles of statistical sampling, the author selected 10 environmental conflict incidents from 2009 to 2014. These conflict incidents involving water pollution, air pollution, land pollution, noise pollution and so on, has certain typical and representative. This article carried on the thorough analysis of the ten typical cases, hoping to get a general conclusion, as a reference for dealing with similar conflicts. The full text is divided into six parts:The first part is the introduction of this article, mainly elaborated the research background, significance, current research, the framework and the innovation.The second part focuses on the basis theoretical of the environmental conflict. Research has shown that: environmental conflict is the product of the political, economic, legal, institutional and other contradiction interaction under the social transformation background. It’s based on the conflict derived from environmental responsibilities misallocation, which is the doomed result during the process when people seek benefits..The third part mainly discuss the principle of selecting the ten environmental incidents, meanwhile, describe the ten typical environmental incidents briefly and their characteristics, too.The fourth part researches into the cause of ten group environmental conflict incidents. Review of the research find that, environmental events on the reality infringement of public interest, the potential threat to public rights and interests, the public misunderstanding, and so on, is the main reason for the conflict in the group environment. Furthermore, rights and interests of the people of appeal was the main catalyst of catalyst of environmental conflict.The fifth part analyses the problem in dealing with the four factors including enterprises、 government、 network public opinion、 and indirect stakeholders, in the process of the evolution of ten environmental conflict.The sixth part puts forward the general strategy in dealing with environment conflicts. According to the principle of positive coping, the law and scienfic countermeasures, the coping strategy as well as other questions has been put forward, aiming at the prevention mechanism、coping mechanism and settlement mechanism in different stages and the coping strategy of different subjects(the administration、corporations and the public).
