Two main points of the people's livelihood in our country are social security and improvement of employment. What the nongovernment organizations as the third party different from the government organizations and enterprises have contributed to the employment has been valued increasingly. It has become efficient ways to solve the laid-off problems in most countries all over the world that the need of the public services is met with the improvement of employment which is realized by the development of the nongovernment organizations.The state-owned enterprises, which are national finance primary sources, are now keeping the trend of reducing their stafftrimmer because of the structural transformation of the economy and the reform of themselves, and the government organizations and the relative departments need less staff than ever before because of the government agencies streamline reform. Therefore, as the first and second sector of the social system the Government and enterprises held the most dense workforce, but now are weak to absorb the labor. Obviously, our new thoughts to improve employment and keep stable should be to enhance the ability of the nongovernment organizations to absorb labor and to encourage more people especially the college graduates to obtain job in the nongovernment organizations.This paper researched and analyzed the status and labor absorbing ablility of the nongovernment organizations in China, and made further study about the employment promotion effect of the nongovernment organizations. It also describes how the nongovernment organizations in China to release the employment pressure and provide application to absorb labor and what problems such organizations have during the period of social transition and what difficulties regarding to boosting employment they faced now. This essay provides the efficient policies about how to break the bottleneck of the development of our nongovernment organizations by analyzing the status of its employment promoting efficiency of the nongovernment organizations and accepting the experiences of development of such organizations from foreign countries and by establishing the nongovernment and social security system employment promoting model including factors of employment and social security system. In conclusion, properly to conduct the nongovernment organization developing healthily and to solve the employment problems by the development of the nongovernment organization shall make solid foundation for the construction of our harmonious society.
