Study On Efficiency Of Towns Undertaking The Peasants' Citizenship

The household registration system reform of peasants' citizenship is a very large and complicated systematic engineering, which including economy, society, population, culture, and many other aspects. From the economic point of view, the key of the household registration system reform of peasants'citizenship is to solve the problems that which city the farmers go into, like big cities, small and medium-sized cities, towns. The point of this paper is that the decision is depended on efficiency, not preferences. The urban of highest efficiency is the main battlefield of peasants' citizenship. Based on this ideology, the paper as Pengshui for a example to studied the efficiency and influencing factors of the towns undertaking peasants'citizenship. Then we put forward the countermeasures. The main conclusions of this paper are:The first, in the given policy goals, the efficiency of towns undertaking peasants'citizenship is higher than the country town. The analysis results are that the comprehensive scores of towns are 9.475 and the country town 8.2875 through the synthetically scored method of experts.The second, based on efficiency, the towns must undertake 154.6 thousands populations of peasants'citizenship of 53.35%, and the country town 135.2 thousands of 46.65%. The third, the factors to restrict the towns to undertake peasants'citizenship are:the towns' layout, the towns'scale and concentration ratio, towns'function and infrastructure, the industrial support, the cultural quality of farmers, the market system and development distribution and so on.The forth, legal is on the first way to crackle the problems in towns undertaking peasants' citizenship. We must by means of laws to ensure the construction and development of towns. On this basis, the government should strengthen planning guide, adjust the administrative districts actively and rationally to integrate and allocate resources optimize. At the same time, we should develop the infrastructures to the goal of occupies town. We must also adjust the industrial structure to form a reasonable effective industrial support, strengthen the education training to improve farmers' quality level, allocate development rights reasonably, sink construction land index and finances, and strengthen the management level of towns.
