Compared with the developed countries, by the means of the course in the 1930s, the USA established social security system, it's development was below the development of China's modern level. Britain established the system of social welfare during the world war two, it's developing level did not put forward than China's developing level now. Consequently, that is not we don't have development level, but obligating the responsibility of establishing social security exists many obstacles.In 2000, the World Bank world development report and fight poverty points out:"poverty is not only the economic phenomenon-- it is the result of economic, social and political power interaction. Especially, it is the product of the government's responsibility agencies and responsible attitude." In a certain sense, the poor as a social problem, it is concerned with the level of economic development, but not totally depends on the level of economic development, poverty actually is a systematic results of the administrative organization adjustment of the social interests. The phenomenon of the poor mainly by means of public resources allocation, how to decide the distribution and redistribution of national income, mainly depends on the public management's administrative structure. This structure is the most basic elements, it is the government administrative concept, administrative system, public policy and administration.The poverty relief management of public policy, as a kind of management system, especially as the output of public products, can have a direct impact on the poor. Because public policies have direct role in society, therefore, people can feel poverty relief result through national policies. From the perspective of public policy and management problems of poverty relief, the focus is not on poverty itself, but on the result of poverty relief and the poverty relief management policy structure and social evaluation. In a certain sense, the implementation of policy management is a basic function of public management, especially for public policy, it is the product of comprehensive effect between administrative concept and administrative system. Combined with poverty problems, the poverty relief policies are poor management concept and poor management system under the action of comprehensive evaluation of the poverty relief policies, the quality is mainly the result of poor treatment of the salvor policy targets, namely the poverty relief policies'implementation effect.The perspective of China's poor research is from the relationship between the poverty and government, and the public policies. Begin from theory perspective related to poverty, regardless of the extent of liability from countries, the development of philosophy of human rights, social fairness and justice, or from the reasons for the formation of poverty or economic development view, all countries bear the poverty relief. From the empirical aspects of developed countries, poverty relief affairs are the main responsibility of the state, nation first through legislation, then has a relief system, entrusts the government according to legal provisions in the concrete implementation. Therefore, in order to regulate the institutional policy, the government is necessary of enhancing their responsibility in the legal system, capital operation, management system and the system of the external environment to promote rural and urban construction, and to establish the system of social relief and rescue the further development of social undertakings.
