With the rapid development of global information and the increasing popularity of Internet applications, e-government is becoming an important force to promote government reform, it is bound to realize basic socialist values as its core content. The government website is an important part of e-government, which is to enhance e-government applications and an important means of service and performance. Also, the government web portal as the first window to the role of e-government has become increasingly prominent, it have become the most effective platform to pass the government policies, to improve the relationship between government and citizens, the political interaction between the people, to show an image of the government. At the same time, the current era of influence has gradually entered the era of marketing, the network influence is becoming the focus of academic and community research, behind this context, the influence of the government portal will be natural an important part of the process in government portal website construction. Therefore, it has very important practical significance to assess the impact of the current government portal site and find the problems on the government portal website and propose constructive suggestion to improve the impact of government portal. In this study, the author studies from four parts:The first part is about the background and significance of the research, research objectives, research methods, an overview of the corresponding rules and layout government portals impact assessment literature review, which to lay the foundation for later study.The second part is the model building and evaluation. Construction of the model is by use of AHP, which introduces the basic concept of AHP and basic steps, and then, in consultation with many experts and scholars on the basis of the establishment of government portals impact assessment indicators. In the model evaluation, through the design of effective questionnaires, through research and calculation, obtain the weight of the various levels of indicators.The third part is the empirical studies and the summary of research findings. The empirical study is to select 12 cities government website as the samples in Hubei Province, and 5 cities samples for comparison and analysis, and then sum up the state forest areas in 12 cities government portal impact of the lack of individual indicators in Hubei province and analyze the reasons.The fourth part is the countermeasures. The author proposes appropriate measures at two levels from the application of innovative and policy ideas. In the concept at the policy level, the author proposes to speed up building service-oriented government website and strengthen the degree of international government sites. In the level of the application innovation, the author proposes to implement the "Government Network Spokesman" system, open "government micro-blog", and actively build "Mobile Government Website".The innovation of this study is that, due to the current national government portal on the assessment of the influence is relatively small, and this study is to establish the index system and by the use of AHP to determine its weight, and choose 12 cities government website in Hubei Province as a sample for impact assessment, combined with excellent domestic five planning municipalities and the capital city government portal website to compare the sample analysis, to identify the gap of the impact of cities government website in Hubei province and make a certain constructive measures and suggestions.
