Selecting and employing excellent college graduates to take office in grass-roots villages is the major decision with long-term strategic significance made by the party central committee according to the actual demand of China's political, economic and social development under the new situation. It is not only the base-strengthening project which aims at solving the problems concerning farmers, agriculture and countryside by the central government and introducing human capital with high-quality to accelerate the construction of new countryside; but also the seed-growing project to improve rural leadership structure, reserve subsequent forces for party and government cadres, ensure the party's career can be passed from generation to generation, cultivate and bring up leading cadres of high quality talents with grass-roots work experience who have deep affection to the masses. Furthermore it is the project of people's livelihood which guides college students and the whole society to change employment concept, relieves the pressure of employment to some extent, which has important realistic meaning and profound historic significance.So far, the college-graduate village official plan has been implemented for more than 10 years, which has produced profound influence on our country's new countryside construction, human resources development, the employment of college graduates and the entire social employment concept. Since college-graduate village official program is a new undertaking that needs exploration and implementation, it will inevitably encounter some resistance and obstacles when implementing the policy: there exist many problems such as misunderstanding of college-graduate village official, imperfection of selection, appointment, management system and exit mechanism, which has become the bottleneck restricting sustainable development.This study puts forward some suggestions and countermeasures for the plan based on in-depth investigation, expecting it is helpful to the sustainable development of college-graduate village official plan, ensure the college-graduate village officials to the grass-root level, stay there, do a good job and remain.
