Research On The Chinese Communist Party Rule By Law

It is the 90th anniversary of the founding of the Communist Party of China this year. Through 90 years'exploring and developing, the Communist Party of China, under whose guidance the Chinese people of all nationalities have waged an arduous struggle, has turned into a party which assumes the reins of government of the people's democratic dictatorship country. For the past ninty years, the Communist Party of China led Chinese people made the revolution, construction and reform and opening-up of great success. This great success thinks to the Communist Party of China continously updated, change the party's style of leadership and governance to promote the ruling. For the first time the Party explicitly propounded the fundamental strategies of running the country by law at the Fifteenth National Congress of the Party, which represents an essential transition in the Party's reining mode. It's a great breakthrough in the Party's reining mode when it propounded the policy of assuming the reins of the country by law at the Sixteenth National Congress. This represents further improvement and development of the policy of running the country by law, and it is a concrete reflection of running the country by law from the aspect of reining the country. Under a better guidance of a deeper study of the Party's rening policy, reigning the country by law plays a crucial role in further exploring the Party's reining rule and achieving a great rejuvenation of the nation.The whole thesis is divided into three parts to have a close study of the policy of running the country by law. The first part gives definitions for reining, reining mode and running the country by law beginning with an overview of running the country by law, and states systematicallty its principles and purposes. The second part reviews practices of the Party at different history stages, makes a concrete statement of its experience of different ages by the clue of history period, and analyzes the positive achievements and the problems. The third part through the second part of the ruling party in accordance with the analysis of the problem of the Communist Party of China, and tries to explore better ways to run the country by law in details: the ways of leading and reining being improved and complemented; the effective supervision of the Party's ways of leading and reining being enforced; the legal consciousness of Party members being enhanced further.
