With annual servants becoming more and more, the servant examination and employment system is being promoted and improved continuously. Now on-line marking and structured interview method have been adopted in the system. However, with the national civil service examination and employment developing further, more and more people become more concerned about the judges of results in the process of civil service examination and employment.In this paper, agreement analysis theory is applied to the in-depth research of the evaluation system of civil service examination and employment in Hainan Province. In the first chapter of the article introduces the background and the subject of detailed domestic and international literature about capability analysis and evaluation of civil service examination and employment system. The second chapter describes the basic theory of civil service examination and employment system, including the civil service, civil servants on-line marking systems, civil service interview system and so forth. In the third chapter agreement analysis theory is introduced, especially the description of Kappa statistic. The fourth chapter studies on-line marking system and structured interviews in Hainan Province using agreement analysis theory, which tests the practical working level and deepens the theory value of agreement analysis. The fifth chapter summarizes the paper, pointes the limitations and future of research.This paper extends the research region of agreement analysis, enriches the theory of service examination and employment system and provides useful information and technical support for deepen reform of service examination and employment system.
