At present, career management of civil servants in China is forwarding from traditional personnel management to modern human management. Research around career management of civil servants is gradually increasing. Research shows that what traditional career management of civil servants regards as important is the result of the work, but emphasizes little on the inherent characteristics of civil servants. In recent years, competency model-based career management of civil servants has been studied for a long time, which results in a lot of research. But, in China, this field starts relatively late and researches and applications are relatively few.Competency model specially emphasizes on performance and working behavior characteristics, which can improve the effectiveness of career management, so more and more attention has been paid abroad. Domestic research on the competency model has been gradually carried out and has been applied to career management of employees. This article aims to explore the competency model into the career management of civil servants and improving the effectiveness of the career management of civil servants.This article demonstrates through the methods of analytic comparison and deductive argumentation. First, it lays the theoretical basis of this article from the analysis of competency and relative theory about career management, and the research of the branch theory of the career management of civil servants. And then it analysis the existing problems of the career management of civil servants in China by comparing the career management of foreign civil servants and career management of Chinese civil servants. This article tries to be competency-oriented, and discusses the strategy to enhance the career management of Chinese civil servants from the aspect of job analysis, training, performance management, career development path.The referred career management strategy of civil servant is based on the fully study of the advanced management experience of foreign civil servants, and the combination of the special features of our public sector and management of civil servants. Meanwhile, this article takes the career management of civil servants in South Lake District, Jiaxing City as an example. Applying this strategy it proposes an improving suggestion to enhance the career management of civil servants with the expectation to playing a searching role in the research of the career management of civil servants of the local governments at all levels from the other parts of the country...
