With the rise of New Public Management and the arrival of Economic Knowledge Age, all the governments are facing more and more challenge. To meet the challenge, the governments should own excellent civil servants to be competent for the public administration management, which has became the key for the governments to acquire and maintain the competitive predominance. Thus, the training of civil servants becomes an worldwide evergreen topic.In the last years, with the development of recruit system for the civil servants, more and more excellent talents enter the government in our country. An important task for our government is to development the new civil servants farthest, making them competent for their position to impel the establishment of high performance government. Though the training of new civil servants developing rapidly and achieves a lot of successful experience in our country, justly, there are a lot of problems. I think the lack of training pertinences and practicability and the difficulty of the training evaluation are three key problems, which becomes the choke points of the development of the training for the new civil servants.But all the past interrelated research hasn't focus on the conformity of the training and other HR function. The innovative production of this paper is to introduce career development idea into the training and advocate the training for the new civil servants based on their career development as the countermeasure to the three key problems.
