Along with the advancement of the reform and opening policy and the market economy system reform, the social structure changes along with it. In the original foundation of working class, the peasant class, the intellectual stratum, the society split up six social stratum ,including the individual operator, the privately operated business owner, the undertaking personnel and technical personnel in Non-governmental scientific and technological enterprise, the Intermediary organization jobholders, managerial and technical personel staff hired in Foreign-funded enterprise, the professional person . In order to distinguish between the original social structure, Jiang Ze min called these six newborn social strata as the new social stratum in the party's 80th anniversary speech . Compared with the class of workers and peasants and the new social stratum who mainly engaged in the non-private economy domain, they have both common and also has its characteristic. They have made the positive contribution for the society. They are the socialism modernization enterprise's constructors.The mergence and growth of the new social stratum is inseparable from the support of the Party's policy, and it is the Party's reform and opening up and the non-public economic development policies support that led to this group. The Party's new social stratum policies can be divided into economic and political policies. The economic policies can be divided into three stages: difficult start at high pressure stage, caught in the survival stage, rapid development, and political policies including the establishment of their legal status, policies, the United Front policy, expanding the political participation.The Party has the significant sinuous significance to the new social stratum's policy: from emphasising on the role of the relations of production too much to adjusting to the development of productive forces and production relations,from class struggle to harmony,from the Revolutionary Party to the ruling Party. But because the new social stratum belongs to the private owner of the producer goods, there exists exploitation phenomenon and the illegal political participation phenomenon, which cause the contradictions with other social stratum and present the challenge to party's policy. Contradictions among the various stratums are the contradictions among the people, so the Party must balance the conflicts of interest among the stratums through legal social consultation mechanism to ease the contradictions and through the socialist core value system to guide their healthy growth.
