Performance management as a kind of modernized management tool, becomes the lasting power of enterprise's grow up and development. A great deal of enterprises in our country don't set up scientific performance management system which is suit of national and enterprise conditions. So the domestic theory circle and enterprise pay close attention to set up effective performance management system.This thesis is based on latest performance management theories, takes the case studied as a basis, along the logical thought, putting forward the problem, explaining the problem, analyzing the problem, solving the problem, studies and proposes the more perfect performance management system of enterprise to the concrete reality of the state-owned enterprise. The thesis introduces the research overview at home and abroad about performance management theory, method and using; analyses and summarizes the problem in performance management in enterprise of our country at present through questionnaire, interview, etc., the reason why existing problem, and puts forward the rational and effective solution further; compares and analyses the four kinds of comparatively advanced performance management methods at present; constructs the comprehensive model of performance management, which takes the theory of management by objectives as a basic frame, draws lessons from the thought of key performance indicators and 360-degrees feedback at the same time, and describes this model's construction thought, elaboration procedure and the function theoretically; carries on the positive research on the comprehensive model of performance management to the concrete case of Tianjin Communication Customer Service.
