It is 40's year that Project management appearances in USA. It's means -Theory, Operation Item, Soft Tool, has achieved very maturity phase. It says that PM is a very excellent tool for finishing engineering and R&D perfectly in lots of field. In earning year, PM take into account time dependence in drawing plan. But in realism project, task is finished lowly because of people, money, and substance's restriction. So considering time and resource contain, it needs a method that can obtain dynamic balance between, obtain optimize in cost, quality, time. In 70's year, Dr Goldratt putted forward TOC theory and exerts the theory in PM field and then come into being theory-Project management based technique of critical chain By differences between critical chain of project management and critical path technique of tradition PM are compared in text, Reflection rationality of CCPM. The analyzing of project plan long, Parkinson's law, students syndrome, multitask, local optimization, no determining and so on. And then study TOC theory, study buffer. By differences between PERT and 50% of approaches task duration estimating, buffer, it reflects virtue of CCPM. Now highway design must bid, competing fury, owner's task duration strictly, lack of skill people, so we need make use of CCPM.
