Evaluation On The Equity And Countermeasure Of Shenyang Medical Insurance Reform

Social medical insurance system is one important respect of social security systems. I t is a safe net, a fair regulator, and important factor of bringing about an advance in economic stability especially. In order to deepen and perfect the social medical insurance system of Shen yang, and to provide a reference for medical insurance enterprise of our country, the paper analyzes deeply medical insurance reform of Shen yang. It is concluded that it obtains some achievements but still has some questions such as less understanding for medical insurance reform, lack of medical insurance persons with abilities and so on, since medical insurance reform of Shen yang is put into practice in September 2001. And then we also evaluate the equity of Shen yang medical insurance reform and put forward some countermeasure suggestion.The paper has about 50, 000 words and six chapters. The first chapter advances the studying background, the content and the structure of the paper. The second chapter summarizes the studying about medical insurance evaluation home and abroad, especially about the equity of medical insurance. The third chapter generalizes definition, aim, principle and function of the evaluation of medical insurance, and the establishment of evaluation index, evaluation method, especially the conception and method of medical insurance equity evaluation. The fourth chapter sum up the questions which medical insurance system of our country exists, such as the questions of legislation, fairness, the balance of fund and so on. The fifth chapter summarizes medical insurance reform of Shen yang, and analyzes the obtained achievements and existing questions to provide a basis for perfecting medical insurance system.
