Government performance management (GPM) has become the hottest topic in the theory and practice field of public management as the continual government reform in China. Essentially, as a new management tool, the utilization of performance management in government is not a singular event, but an organizational change dynamic process. Many factors not only positive, but also negative will affect the implementation of GPM. It is the complex implementation process that arouses many researches on the problem of implementation of GPM.This study examines the factors that affect the implementing of GPM from the two dimensions of organizational distinct character factors and institutional and environmental factors, based on the results of near 200 government officials in 11 cities of Zhejiang province. It finds that goal orientation, organizational culture encouraging innovation and change, adequate resources, relevant motivation institution and the competitive environment further the implementing of GPM. But the hypotheses about the communication and participation of key stakeholder, decentralization and the public participation and support were not proved in this study. At the final part of this study, the author gives some policy suggestions based on the discussion of the research results.
