Research On Performance Evaluation Of Policy Implementation Of "City Implementation Outline Of Building A Regional International Center In Kunming"

At present,with China's economic development and social progress,policy formulation is becoming more and more scientific and normative,and the possibility and extent of decision-making mistakes have been decreasing,but the problems in policy implementation have become increasingly prominent.In particular,the neglect of the performance evaluation of policy implementation often leads to problems such as incomplete understanding of policy implementation,unscientific analysis of problems,untimely correction of deviations,and ineffective improvement of measures,resulting in poor policy implementation and even policy emergence.The situation of a piece of paper.At present,the target management assessment method used in Kunming is in the process of evaluating the performance of the implementation of the “Kunming Construction Regional International Center City Implementation Outline(2017-2030)”,which is characterized by “systematic,complex and long-term”.Because of the problems of evaluation criteria ambiguity,evaluation direction deviation,single evaluation subject,and one-sided evaluation conclusion,it is impossible to systematically reflect the performance of the implementation of the “Outline of Implementation” policy,and thus can not fully exert the corrective,incentive,guidance and improvement of performance evaluation.The implementation of the Implementation Outline is not good.In this paper,the "Kunming City Construction Regional International Center City Implementation Outline(2017-2030)" policy implementation performance evaluation"as the research object,combined with the theory of policy implementation,performance evaluation and the actual situation of Kunming,focus on the following aspects of research work has been carried out and completed.(1)Constructed the “Implementation Outline” policy implementation performance evaluation index systemTaking the policy implementation theory and the balanced scorecard theory as the main theoretical basis,the paper analyzes the process of policy implementation,summarizes the influencing factors of policy execution performance,and determines the index weights through expert evaluation method,Delphi method screening index and analytic hierarchy process.Finally,the implementation performance evaluation indexsystem of the “Implementation Outline” policy consisting of 4 dimensions,12 secondary indicators and 35 third-level indicators was constructed.(2)Evaluation of the implementation performance of the “Implementation Outline”policyBased on the performance evaluation index system,the implementation performance of the “Implementation Outline” policy was evaluated.The comprehensive score was 71.921 points,which was a general order(70-80 points).Among them: the policy path dimension(that is,the internal control process of the government,including the formulation of the implementation plan,command coordination,supervision and control,etc.)is in poor condition,which is the main factor to lower the performance.In addition,the poor implementation efficiency is a secondary factor that lowers the performance..(3)Proposing countermeasures to improve the performance of the implementation of the “Outline of Implementation” policyBased on the influencing factors of the implementation performance of the“Implementation Outline” policy,on the one hand,in view of the work weaknesses,it puts forward the “high-level coordination of regional international city construction,improvement of regional international center city construction promotion mechanism,and strengthening of regional international central cities”.Three key improvement measures,such as the construction of dynamic monitoring and evaluation;on the other hand,for the other aspects of work,three general recommendations such as“convergence of work,strengthening theoretical research,and building platform carriers” are proposed.
