With the globalization of economy being continually accelerating, the competition between domestic and international enterprises becomes severer than ever. Confronted with the drastic competition, the state-owned enterprises should enhance their capability of core competition by adapting the present situation, grasping the opportunity, adopting talent strategy, establishing effective encouraging and competitive system inside the enterprises, in order to survive and realize development. On the basis of serious analysis of the market situation facing to the domestic utility boiler manufacturing trade and full systemic study of the human resource management for Bincheng Machine Company Limited (BMC), the measure of human resource strategy for BMC is brought forward in this thesis according to human resource strategy and its developing tendency.In Chapter One, the environment and developing tendency of the theory of human resource strategy and its characteristic under knowledge economy are emphatically expatiated, expounding the logical framework of the article and the significance of this article. To the new situation facing to domestic machine manufacturing, in Chapter Two, deep analysis is made to the external environment such as the situation, development direction and future of machine manufacturing, products structure and human resource status. The human resource management situation towards four famous enterprises both domestic and abroad are analyzed and evaluated objectively in Chapter Three. The modes and methods that may be used for reference for BMC are also pointed out. The crisis existing in the present human resource management of BMC is studied deeply and analyzed in Chapter Four and the human resource strategy selection for BMC is brought forward associated with the management strategy of BMC. The human resource strategy that will be adopted by BMC, the specific procedure and target of the strategy adoption are dissertated in Chapter Five in accordance with the present situation of BMC, its environment, policy and market circumstance, which can meet the requirement of BMC s management strategy and its long-term development with great operability.With the continual development of China's entry to WTO, more and more local enterprises will strive to occupy the limited human resource with the large-scale international groups. Therefore, the influence of human resource toenterprises will become much more significant and important than ever. In particular, the working meeting for the national talents was convened for the first time on Dec. 19th, 2003, and the strategy of strengthening country by talents has been put on the important status, which is related to the general circumstance of the cause of the Party and the nation development. To survive for a long time and obtain a long-term development under the rapid changing environment, it has become an important and pressing subject for large-scale state-owned enterprises to select, establish and execute the effective human resource strategy. It is believed that the establishment and adoption of BMC's human resource strategy should be a good reference for other large-scale state-owned enterprises.
