This paper is about the research on Human Resource Performance ManagementSystem in x prison. Performance Management is the center of Human ResourceManagement. Setting up an effective Performance Management System is veryimportant to implement the strategy for Human Resource Management and toimprove Management achievement. Based on the Performance Management Theory,this paper mainly introduced the current situation on research on and development ofHuman Resource Performance Management, illustrated the concept for HumanResource Performance Management and the basic method of PerformanceExamination, discussed the important role of Performance Management played inHuman Resource Management and it also specifically analyzed the currentsituation and character of Human Resource Management in present publicadministrative departments and pointed out the existing problems. Meanwhile, xprison was given as an example in this paper to introduce overall conditions inprisons and objectively analyze the feature of Personnel Managementand the method for and background of original Performance Evaluation Managementinside x prison while it stated its deficiencies. This paper further proposed an idea forestablishing a Performance Management System, in which, through wok analysis,redesigning the current Examination System in x prison and determining the content,standard, and specific target system for Performance Examination were demanded. Inview of different contents and requirements of work at different management levels,to evaluate policemen objectively from 5 aspects, i.e. virtue, ability, diligence,performance and incorruptibility by overall utilization of the method of PerformanceExamination and combination of determining the nature and the quantity so as toeventually establish a Performance Management System suitable for x prison basedon Performance Planning, Performance Implementation and Management,Performance Examination and Feedback Interview and Utilization of PerformanceResult etc., and to shift the Human Resource Work in prison into PerformanceManagement,. Under such a new Human Resource Performance Management System,prison policemen shall be encouraged and inspired and their whole quality beupgraded all-roundly, The new System shall also provide a basis, on which thefunction of correctly exercising penalties and reforming criminals shall be wellperformed and criminals' reform quality be improved as a whole.
