Research On The Independent Development Of Charitable Organization In China

The charitable organization plays the more and more vital role in Contemporary China. It promotes to assign fairly, to establish the citizen society and to increase the employment. Now it attracts more and more attention from people and the government. In the government service report (2005), Premier Wen Jiabao explicitly proposes "to support the development of philanthropy", This is the first time the concept "philanthropy" has appeared in the government service report through so many years.After having defined the conception "charitable organization" and "independent development", this thesis makes the brief review to the Chinese philanthropy, and indicates the administrative development of charitable organization in China recently. The administrative development of charitable organization was rooted in tradition, social capital cultivation insufficiency as well as the insufficient trust of government toward the charitable organization. However, with the developing of economy and society, the administrative development of charitable organization becomes the obstacle of the progress of philanthropy day by day. The independent development form is the main trend in the feature. The transformation from the administrative development to independent development requires the reconstruct of the relationship between charitable organization and government as well as the citizens. This thesis puts forward some proposals to these transformations through the theoretical analysis, the document comparison and the overseas experience.The charitable organization should cooperate with government in the partnership foundation. The development of charitable organization should be independent, and reconstruct of the relationship is necessary. Meanwhile, the adjustment of the relation between charitable organization and government couldn't go without the interaction between charitable organization and citizens. To succeed, we need to reconstruct value, establish standard as well as civilianize and professionalize volunteer network.
