Abrupt social crisis are an issue faced by all governments. If nothandles well, they might influence the stability and safety of a society.Governments urgently need to have a good control of Crisis management.Crisis management by governments is management conducts,including information collection and analysis, decision-making andsafeguarding of issues, formulation of plans and achievement ofresponsibilities, crisis handling and enhancement and summarization ofexperiences, which are carried out by government, with the aim ofpreventing the occurrence of crises, handling all possible emergencies,reducing impacts caused by crises and recovering from crises quickly. Itspurpose is to prevent crises from happening or to reduce crisis intensityand get rid of crises quickly and effectively when crises are unavoidablypresent.To achieve the purpose, we are in urgent need to establishgovernment crisis management systems, which are legal systems forhandling emergencies, safeguarding systems for crises, directing hubs foremergencies, emergency-handling teams, protection systems foremergency logistics, diffusing systems for emergency-handlinginformation. The organizational structure of government crisismanagement may choose to be effectively integrated based on the currentgovernment and may consider of establishing an independent institutionresembling US Department of Homeland Security. Furthermore,counterpart institutions may be established at provincial and city levels touniformly plan existing crisis management resources, such as 110, 119and 120,and to form highly effective response systems both at peace timesand war times.
