The Status Quo And Countermeasures Research Of Chinese Public Security In Transitional Period

From the beginning of China's reform and opening in the late 1970s up to now, our country has created a miracle of sustained economic development and made universally acknowledged achievements in almost 30 years. However, faster economic development and more open society will lead to more and more social security problems. China is presently in a critical period of economic system reform and social transformation, and instable, uncertain and unstable factors in society increase rapidly. As a result, a variety of social contradictions have become increasingly prominent. Various incidents that affect public security occurred frequently and made the country, society and people in a major loss, China's traditional social public safety system has been a huge shock at the same time.Public security is important to China's economic development, social stability and harmonious society. However, public security has become a prominent social problem increasingly, and we have no time to delay this issue. How to deal with the challenge of social public security problem, and then better committed to a harmonious society is an important task in theory and practice.This article is divided into four parts. The first part is "a general theoretical analysis of public security". The second part is "the status quo of Chinese public security in transitional period". The third part is "the advanced public security management experience in the developed countries". The fourth is "the countermeasures of our country's public security management in transitional period".This article is intended to contribute in the following aspects: first, to explain "public security" from the perspective of public management. Public security is a new subject, and there is no uniform definition of "public security". Different discipline has different understanding. This article explains it from the perspective of public management and explores the problem of public security, namely "public security management". Second, this article proposes that the government is the leading manager to the public security management and the other sectors of society actively participate in the management of public security. Currently, most research articles discuss the government's role and function in the management of public safety, and there are relatively few studies of the roles and functions for community, non-governmental organizations, profit organizations, Universities and other research institutions, media, the public and international community. This article will discuss the government-led multi-body of the management of public security. Third, this article proposes concrete measures to improve public security system. China is in a period of social transformation and various public incidents occur frequently. However, there are many inadequacies in the present public security system. Therefore, the author studies adequately a large number of current materials about the problems that exist in our country's public security management and the improvements on public security system. Based on the United States and Japan's mature experience and in accordance with the actual situation in China, this article specifies concrete measures for the improvement of present public security system.
