Research And Implementation Of The Evaluation System For Public Security Of GuangZhou

Well public order is currently a goal of constructing a harmonious society. Public security section shall not only protect the public order through scientific administrative measures under the guidance of scientific development outlook, but also apply technique methods to evaluate real time public security condition through which can acquire feedback information to assist decision-making and after all improve public security environment. After several years of statistical data accumulation, the public security bureau of Guangzhou has got the condition to put it into practice.This paper encloses the research on the public order evaluation of Guangzhou by bringing forward measures and models to support this process. After that, an evaluation system for public order of Guangzhou will be implemented. This paper deals with those as follows:Firstly, through explaining and analyzing the concepts of evaluation of social public security, the paper analyzes the factors and mechanism affecting public security, and presents the definitude concepts of evaluation of social public security and the basic thought and principle for the evaluation of social public security.Secondly, Expert Investigation method and Statistical Analysis method are applied to put forward Municipal Single Index evaluation method. With detailed description of Statistical Analysis method, the paper has described the procedures to implement Expert Investigation method and ways to deal with its results. Therefore the paper has come to the model and process of Municipal Single Index evaluation method, with the method to determine the threshold of Municipal Single Index. Then the paper applies the random probability distribution model and realizes the single index evaluation of substation with municipal index evaluation threshold.Thirdly, the concept of integrative index of public security (IIPS) is introduced in this paper. Then the model of IIPS is constructed. The accuracy of the weights is enhanced through the expert inquiry method and the AHP method. The steps of applying the IIPS to evaluate are discussed in the following. IIPS not only can reflect the impact of all other indexes on the public security, but reflect the tendency of synthetical public security condition, which makes it possible to evaluate the synthetical public security condition of Guangzhou city in quantitative.Fourthly, through analyzing and designing, this paper implements the evaluation system for the public security of GuangZhou. Firstly it presents the key technologies for the system. Then it analyzes the processing of the system and presents the. architecture of system with designing of every subsystem. Finally, with the application of technologies such as SOA, discreteness and XML, it implements the whole system and introduces the running environment of the system. Finally, with the statistic data from the investigation this paper validates the rationality of the models. The validity, practicability and dependability of the system are also tested with the historical data that reflect the public security.
