Civil servant performance evaluation is one of the core functions in governmental human resources management, which has a great effect on administrative management. The scientific ,fair and efficient performance evaluation helps to improve administrative efficiency , strengthen stimulation and supervision of governmental organizations and realise modernisation, systematisation, normalisation of administrative management.With our country's access to the WTO , systematic transformation of ecnomics and politics and the 4th National Congress of the CPC's holding, it is of great and practical significance to maintain a scientific outlook on the performance evaluation and better the performance evaluation .Taking the civil servant performance evaluation of S province's L bureau as an example, the thesis, on the basis of our country's current performance evaluation, focuses on its problems and finds out the factors leading to the problems.Furthermore,the thesis brings forwad both specific and common measurements.The main contents are as follow:First, the thesis defines performance evaluation's concept,via theories and current situation relative to it,and sums up Sino–foreign relevant theories and pragmatic material. Second, by way of collecting enough material and present conditions of S province L bureau's performance evaluation, the thesis expresses our country's existing performance evaluation and points out it is short of ambigous goal,partial contents,rough yardsticks, abnormal procedure ,feedback and so on.Third, the thesis analysing the problems extensively comes to the condusion:the problems result from unperfect political and leagl constraltion,bad chltural environment and the absence of scientific,normal and impartial performance evaluation system.Last, thanks to S province L bureau's performance evaluation ,the thesis attempts to give a ,comparatively speaking, scientific, impartial and efficient evaluation system. In the future thenew system will be good for our country's performance evaluation to some extent and lead most of civil servants to serve the people heart and soul in the long run .
