The middle class is playing a positive role in the process of modernization in China, the strength of middle class is a indispensable way on the course of China's modernization that eliminate the gap of poor and rich, so China can make reasonable social mobility. Since the middle class is the most important force of maintaining social stability in any society, the author points out, measures must be worked out to change this situation. steps of the rise of the middle class should be taken in order to ensure steady and rapid economic growth in China. the main object of this paper is to analyse the structure and the social function of the middle class . Chapter three the social cultivation of the middle class . its development and cultivation can be seen from the three aspects. 1)improve market economy system; 2) disseminate higher education so that most people in status have opportunity getting into the middle class. 3) develop the government's effective function in income distribution, set up coordinate benefit system, avoiding widen the gap of poor and rich.
