| With the rapid evolvement of global informatization, government affairs informatization is becoming an urgent difficult problem to different country. The main purpose of this paper lies in trying to structure an uniform module to e-government from a total newly perspective of customer's needs and use and in order to give somewhat consulting value in practice to the government.In china, the local administration is a link to communicate between the higher authorities and the lower ones. Thus, it is very important to realize the informatization of local administration. However, the construction of e-government system based on portal website in china lies in a primary stage and exposes a series of questions during construction. So, this paper studies the following issues based on customer-centered and methodologies of system planning and building.(1)Giving the definition and functions to e-government information services platform based on portal website from related concepts of information resources and by means of standard research;(2)Summarizing the experiences from aboard and finding the questions on construction in china by contrasting the conditions between abroad and inland.(3)Putting forward a platform based on five modules by studying the local authorities and constructing the multi-object system. It improves the information disseminating Services, information exchange and online services modules; furthermore it complements personalization customer-made service and proclamation modular of brief dispatch. It makes the platform designing more improvable and more personalized.(4)Demonstrating the building of information services platform based on portal website to Qinhuangdao from empirical research perspective and introducing the corresponding strategies. From above studies, the author puts forward the overall planning to the government informatization construction. And at last the author indicates the deficiencies and the conceptions on further studying.
