On Deliberative Democracy And Political Consultation Of The CPPCC

Developing socialism-democratic politics, constructing socialism-politics civilization is the target of the overall constructing well-off society. The key of construction of the political civilization is to build the political system, only through which we can coordinate and realize the rationalization of political behavior and the political relation. Now most of the world countries have the political party and carry out the party politics, therefore, the political party system is the importance of a country politics system. Our political party system is the multi-parties cooperation and the political consultation system which leads under the Communist Party of China, which is our basic political-system. In the process of the globalization, this system is the significance of the construction of socialism-politics civilization and the development of the democratic politics. Presently, our political party system is facing with both the stern challenge and the good developing opportunity.The people's political-consultation conference is the great creation that derives from the connection between Marxism-Leninism's united-front theory, the political-party theory and the democratic-politics theory with the Chinese concrete practice. The people's political-consultation conference is the important carrier operated effectively in our political party system and the important organization of the multi-parties cooperation, and also is the important form of promoting the socialism-democracy. Facing the challenge of globalization and the need of Chinese society reform, how to adjust itself, how to give the multi-parties cooperation and the political-consultation conference system the connotation which is real and substantial rather than false and outside, thus optimizing reasonably political resources coming from various parties and all walks of life other political groups which will bring into full play, becomes the important issue in the Chinese political-construction and political-system reform.In the late 20th century, many scholars from western academic circles start to pay attention to the new development of the democratic theory, or the change of the democratic theory: this is deliberative democracy. The actual condition of Chinese political development, undertaking the historical responsibility and the basic political-idea, had decided the Chinese democracy-political development to take consult as the good choice. The people's political-consultation conference is the typical form and the main carrier of deliberative democracy in China, the deliberative democracy forms which the people's political-consultation conference insists on both adapts the world developing tendency about the democratic progress, and persists in walking the politically developing road that the Communist Party of China and Chinese people chooses which has the broad prospects for development.The political consultation is the most important function of the people's political-consultation conference, also is the important foundation of the existence and development for the people's political-consultation conference.
