Research On The Institutionalization Of CPPCC Political Consultation In The New Age

Since the third plenary session of the 18 th central committee of the communist party of China,With the reform of China's economic system,the change of social structure,the adjustment of the pattern of interests and the change of ideology,the modernization of national governance capacity has put forward higher requirements.As the most basic political value and political system of a modern country,the establishment and improvement of the democratic system is of great significance to the improvement of national governance ability and the realization of reform goals.Consultative democracy,as one of the two forms of socialist democracy,has significant advantages in integrating social interests,promoting democratic supervision and improving the efficiency of decision-making by virtue of its broad representativeness and participation,thus effectively guaranteeing the institutional efficacy of political consultation of the CPPCC.But at the same time,it should be recognized that there are still many weak links in CPPCC political consultation,including the lack of rigidity and stability of its system.This requires us to promote the institutionalization of political consultation by the CPPCC,actively build a consultative democracy system with reasonable procedures and sound mechanisms,and provide channels for participation,value consensus and mass foundation for the modernization of national governance.From the analytical perspective of deliberative democracy,the paper divides the components of deliberative democracy,takes "subject-object-form-program-result" as the five-dimensional analytical framework,and uses the theory of deliberative democracy,information asymmetry and governance theory as the theoretical support of this paper.Specifically,this paper clearly defines the basic connotation of the CPPCC's political consultation,system and institutionalization,and sorts out the four stages of itsspontaneous start,tortuous development,gradual development and comprehensive promotion.At present,there are some problems in the institutionalization of CPPCC political consultation,such as unequal status as the consultative subject,unclear content,unstable form,irregular procedure and lack of mechanism for the implementation of the results.On this basis,it is believed that the main reasons for the existing problems in the institutionalization of the CPPCC's political consultation are the information asymmetry among the political consultation subjects,the imperfect deliberative procedure rules and the imperfect supervision and evaluation mechanism.Finally,from the two dimensions of institutional space and institutional environment,the paper analyzes the realistic conditions for further institutionalization of CPPCC political consultation.Therefore,we should continuously promote the institutionalization of political consultation of the CPPCC by adjusting the information asymmetry among participants,specifying the contents of consultation,innovating the forms of institutionalized consultation,establishing standardized consultation procedures,and implementing the results of effective consultation.
