Study Of The Development Of The Informationization Of Community Service In China

Community, which is essential to every urban citizen's life, constitutes the grass-root organization of urban society. Community provides to the people living in it quite a few necessary services. It has become an important research subject in the current community construction to strengthen the role of community in serving the people and further enhance the quality of community service. Informationization seems to be a promising approach to that subject. Over the past few years, historic breakthroughs have been achieved in community informationization because of many active and innovative attempts made across the country. At present, a number of cities have set up uniform call center for community service, accumulating much experience worth summarizing and popularizing and laying a good foundation for accelerating the informationization. Chaoyang District of Changchun also established a call center of this kind by making an investment of more than RMB 2 million Yuan in August, 2005.This project serves as part of the infrastructure for Changchun's drive to become a model city in the nationwide community construction. It is designed to serve the citizens and make their life more convenient by furnishing top-quality, efficient, economical and safe services ranging from social security, medical care to house keeping, security, health keeping, cleaning and help providing etc. With communities treated as units and families as subjects, the services are offered within the urban area. By means of socialization, marketization and industrilization, all the resources within a certain community can be widely shared, commonly developed and mutually connected, thus further promoting the all-round services by community and effectively advancing the community construction and services of Chaoyang District. Apart from those, community services and informationization are more organically combined, the form,means and quality of community services are much bettered and the ever-advancing life demands of the community members get satisfied to the fullest extent.Centering around the informationization of community services, this thesis is developed by taking the actual example of"5181890". First of all, we discuss the definitions of community, community services and informationization of community services. Then we briefly outline the development of informationization of community services home and abroad, particularly introducing actual examples of Beijing and Shanghai in this respect. Moreover, we set out to introduce in rich detail 5181890, the network center of community services in Chaoyang District, including its the background information and meaning and some characteristics it possesses, major hard and soft facilities it has been equipped with and its working mechanism etc. Among other things, the focus is fixed upon the major measures 5181890 has adopted and corresponding analyses and comments. Finally, given the actual situation of 5181890, we outlook the future of its development and conduct initial analyses in terms of strategies to be adopted in the future.It has been nearly two years since 5181890 was set up. Despite the problems to be solved, it still faces many opportunities and in the mean time there are still many valuable lessons worth drawing.
