The Study Of The Reform Of The Management System Of City Communities

With the continuous development of national system reform of economy, politics and culture, social environment in cities, relationships among country, society, enterprises and individuals, the integrated resource allocation pattern of the country under the planning system have been radically changed. Enterprises were emancipated from social work, administrative work and welfare work by the separation of politics from enterprises and of enterprises from the society advocated by the economic system reform, therefore the separated social functions return to the society. The history and reality prove that the city community is the only best carrier which assumes these social functions. To study the reform of the management system of basic city communities is very necessary.The western citizen community theory and management theory rising in recent years offer a new angle of view for the reform of the management system of basic city communities. The advanced city community management pattern in developed countries can be used for reference. The reform of the management system of basic city communities arose in various cities throughout the country has gained certain effects. This study makes a comparative analysis on presently representative community management systems of government dominant type, autonomous type and mixed type in China and other countries and draws referential experiences toward the reform of local community management system.Set up in the planning economic times, Changshu city community management system has undergone a series of reforms in recent years to form a pattern highly characterized by government administration which is promoted by the government, managed by neighborhood offices (administrative districts), and carried out by community residents' committees. This management system bears many limitations in its own characteristics, running mechanisms and other aspects, which reveals conflicts between the community management system and the development of the community function,"authority exceeding"and"authority lacking"of the government role in the community management caused by a"large and complete"government management system, role disturbance of community residents'committees, deficient autonomous consciousness of residents and other problems. There is a necessary tendency to make a reform.Carrying out inspection and investigation of comparatively important community organizations presently in Changshu city, including community general Party branches, community residents'committees and non-profit mass organizations, this study analyzes their functions in community construction and recommends the"one station, multiple committees"pattern guided by the government and taking full autonomy of residents'committees as the direction and"the separation of selection from employment"as the sticking point according to the reality of economic and social development in Changshu city, so as to form a community management system with community Party organizations as the core and the system of residents'congress and service stations for community affairs as the foundation, which is in better accordance with the requirements of the autonomy of residents'committees and the development and stability of the society.To realize this management system, it is necessary to taking community Party organizations as the core to solid the foundation and reinforce the organizational guarantee of the community construction, found and improve the system of residents'congress and set up service stations for community affairs to take on administrative affairs separated from residents'committees. During the reform of the community management system, the reform of"the separation of selection from employment"must be well performed to lower the work center of the government; meanwhile, a qualified team of community workers should be organized to greatly boost community non-profit organizations and volunteers'organizations.
