Construction Of The Trustworthiness System For Local Governments In Heilongjiang

The term of Trustworthiness of Government was put forward as the core of all kinds of trustworthiness including trustworthiness of persons, corporations and organizations under the background of building a trustworthy society all over our country. And it is also regarded as the foundation and guarantee of the others as well. Meanwhile it reflects common requirement for modern government of China to build the harmony society, market economy and democratic politics. On the one hand, trustworthiness literally requires governments and their officials to be honest and creditable. On the other hand, it actually calls for totally upgrading of governments at all levels. That means a trustworthy government should harmonize the relationships between different social parties through effective exertion of its functions, promote economic development by carrying through appropriate laws and policies and enhance the democracy by encouraging people to engage in political activities. Only based on these, could governments gain and maintain trust from the people. Furthermore, its radiate effect could be engendered to promote realization of a social trustworthiness system and prosperity of local economy and politics.The subject of this dissertation is about the trustworthiness of local government at all levels in Heilongjiang Province. At first the meaning of governments'trustworthiness is analyzed. Then domestic and foreign theories and experience are expatiated. After that the cause of untrustworthiness is got through comprehensive demonstration analysis on the situation of governments'trustworthiness in Heilongjiang province. At last, the essential measures to construct governments'trustworthiness is carried out combining with the specific situation in our province through analysis on the characteristics of social capital as well as the connotation and extension of governments'trustworthiness. That means local governments in Heilongjiang Province could build up inside trustworthy figure to gain trust from local people and groups through enhancing the construction of communication channels to the people. Meanwhile they could build up outside trustworthy figure to gain trust from external groups through coordinating relationships about benefit among them. An appropriate evaluation-supervision-reward and punishment mechanism is carried out as the system guarantee of the whole construction process of governments'trustworthiness. And an evaluation and indication system is set up for theoretic analysis on the construction of trustworthiness for local governments in Heilongjiang Province.
