Countryside Governance Research Under The Collaborative Power Of State And Social Power

Rural 's countryside governance is a historical theme, especially with the historical background of three rural issues are being hardly resolved , and of new socialist countryside areas are being constructed in our country, how to deal with the continuing complex countryside situation ,and to find out a new model of realizing the goal of goodgovernance become the topics that call all attention from the society . "State - society" two contradictive model is the domain paradigm in the different kinds of countryside governance theory .The author claims a new thinking; beyond the paradigm of "state - society" ,which "the third road" theoretical basic points are located in the system of collaborative power of state and social power .This article discusses the key point of the third road that can be conducted in our rural governance ,combining the arrangement of the Chinese country political system and the path of the history .It is that: what kind of paradigm may avoid the defects between states power governance and social power management, and can make it function well and actively .this article generalize this function as the model that states power plays the domain role and the social power acts the cooperative partThis article will be divided into five parts. The first, this paper will hackle the history of countryside governance situation in our country ,discuss the historical dependence ofcountryside governance, and the current situation of our own . The second, this paper will generalize our country's adjustment of state power and social power in the theory of state -society ,and assume the trend of it's adjustment in this state.The third, this article will discuss the current situation and issues in the system of state power countryside governance, and point out the problems of governance's unfunction and government's failure. The disadvantage of this kind of model call the participant of social power management. The fourth, this paper will discuss the current situation and the issues in the social power management .It proposes that there are self-management unfunction and failures to social power governor ,because of the green countryside organization and the regulation's limitation from the social transformational era. To resolve all these disadvantages from the social power governance ,it needs the states power governance's guiding role and it role of managing .The fifth ,this paper discusses the issues that how the power of state and social power can work collaboratively in our countryside governance, and proposes the frame of this kind of system.This paper holds "the dichotomy method" with simple national power and social power can't resolve the problem of the Chinese country society. Only at to these two kinds of power systems under of manage the present condition,shortage and latent problem to take into objective analysis, find out these two kinds of powers to exist probably in the our country, the country manage of repair with each other and mutually a side of the check and balance, the establishment is in conjunction with to manage since two kinds of powers of the country manage new mode, then can achieve the goal of good governance...
