The Rearch Of Grid Governance From The Perspective Of Basic Power

The Marxist view of the state believes that the country has the functions of political rule and social management.As the value empowerment of the governance system,grid governance is based on the use of big data and the development of information technology,which includes the concepts ofsocial decentralization,sector integration,and co-governance.However,in the process of its development,it is encountering questions about value deviation and surface governance.The fundamental reason is that grid governance is a compound governance model based on governance tools,power operation,official-civilian relations,and government-society cooperation,thus partial optimization may not necessarily achieve "Pareto optimality".At the same time,the conflicts of interestbetween the national logic and local governance may result to the distortion of national ideas.Based on this judgment,from the perspective of the infrastructural power,this article is committed to the integration of the subject area of grid governance,and analyzes the essence and means of grid governance from the dual logic of theory and practice to promote the effectiveness of national logic and local governance and achieve effective cooperation between government power resources and social rights resources.This paper selects Wu Jiang as a typical case and analyzes the theoretical and practical logic of grid governance based on the four dimensions of the infrastructural power,such asterritorial centrality,embedded autonomy,bureaucratic autonomy,and social penetration.Then,through data analysis and in-depth interviews,it was revealed that grid governance is encountering the challenges of internalization and alienation that attach importance to the value of the tool and weaken the value of rationality,selective implementation and biased behavior,uneven horizontal resource allocation,and the imbalance of the two-way penetration of the state and society.Through the in-depth analysis of the case,the reasons of social structure,government functions,collective action dilemmas and technical risk are traced.In the end,through the comparative analysis of domestic governance experiences,the paper proposes optimization suggestions for grid governance from the six levels,concept remodeling,system innovation,strategic optimization,technological innovation,process reengineering,and power balance,in order to achieve a gorgeous upgrade.
