E-government refers to the government's institutions to reorganize the structure ofgovernment organizations and workflows by modem information technology withoutthe constraints of time and space and the separation of departments, so that we canbuild the lean, efficient, honest and fair governmental operations whose developmenthas a direct impact on the government's administrative efficiency and the trulyachieveness of opening in government affairs.It is no exaggeration that if the security problems of e-government system don'twork properly, a large number of government departments will be completely unableto carry out their normal work and will have a tremendous negative impact to the localeconomic development directly. Therefore, it is very urgent and necessary to discusssecurity issues of the current e-government. Based on this, this paper presents thelocal e-government system security solutions.The first part of this paper(including the introduction to the article), which talksabout the background, the purpose and the significance of the local e-governmentsystem security management research, the guiding theory and research methods. Thesecond part of this paper elaborates the safety management problems existing in thelocal e-governmental construction, generally talked about, the features of thee-government safety management, the analysis of the security threats and the statusquo, problems of the safety management. The third part is the focus of this paper,which lists in detail of the several aspects needing to improve in the securitymanagement framework of the local e-government, centering on some more crucialaspects, including the grading construction of protective security system, theconstruction of the network security system, the construction of the securityauthentication system and the construction of the disaster backup system. In the fourthpart, the laws, regulations and policy environmental construction related to thee-government security are considered. At the end of the paper, the author makes abrief conclusion and some recommendations to the security management frameworkof the e-government system.
