Medicinal safety, which relates closely to people’s everyday life, has been receiving more and more attention from our national government. In line with the increasing development of China’s social and economic situation, the quality of our people’s life continues to go up. As a result, people as well as the whole society have higher and higher expectations on medicinal safety. On the other hand, the prosperity of economy, the luring profits from drug production, and the imbalance in the degrees of city industrialization have jointly increased the difficulties in the supervision on medicinal safety and quality. What’s more, the development of new medicinal industry as well as the innovation in medicinal advance technology has also brought new challenges to the drug supervision.Strengthening the role that local government plays in drug safety governance not only is in accordance with the requirement of the new social development, but also is an effective way to guarantee our people safety in the use of medicines. Therefore, it is necessary to promote a more reliable and long-term supervision system for local government, which should also be effective and suited to practical governance.Referring to the worldwide-established theories as well as anecdotal experience, this paper reviews the current status of medicinal governance of our country, points out the major problems, and identifies the underlying reasons. Based on the medicinal safety governance practice in Baoan District in Shenzhen, this study tries to propose a medicinal safety governance mechanism that can be applied in local governments. Also, the presented paper aims at offering specific solutions to improve the medicinal safety governance. Specifically, these solutions cover (1) setting up a comprehensive accountability system,(2) setting up a comprehensive through-out-the-process governance system,(3) promoting a society management system,(4) establishing a new medicinal industry development system,(5) establishing a credit system, and (6) facilitating a risk management system. With these, the current study aims at promoting a new medicinal safety governance mechanism, in which the government leads, different departments cooperate, the whole society-unites, the industry self-disciplines, and the public can get involved.
