Study On The Activities Of Construction Civilized Cities Based On The Good Governance Theory

Along with the arising of global governance movement, governance and good governance theories are widely applied and are applied to research of domestic political development and urban development and bring comparatively great effect. Especially its governance and good governance theories applying to urban development forms theory and practice of urban governance; urban governance mode and experience of developed western countries bring reference effect to urban development and construction of our country. Activities of constructing civilized cities are important part of constructing domestic public spirit civilization and also are important carrier of promoting development of urban economic society.Construct civilized cities with urban governance theory and strategy to hold main body, content and process of constructing civilized cities further, which is an effective method to apply urban governance to development of cities. Take activities of constructing civilized city of Changsha as example, review the activities of constructing civilized city from view of good governance and this will make us have a more clear view to ability construction of urban governments at present, system construction of citizens' participation and delicate management mechanism construction. On basis of this, the paper puts forward several suggestions and Countermeasures to deepen activities of constructing civilized cities and achieve goal of good urban governance.We can say that good governance can not be independent of good policies of urban governments and delicate urban management, citizens with citizen ideals and developed citizen society composed by them. Good urban governance is finally demonstrated by the best condition of public living and complete development of urban citizens. Therefore construction of civilized cities should pursue good urban governance and must lay emphasis on the reconstruction of government abilities, cultivation of public consciousness, development of folk organizations and application of delicate management, and then build urban soft environment frequently and improve urban civilization and civilization qualities of citizens and achieve the harmonious development between people and cities.
