Research On The Dilemma And Transformation Path Of Sports Governance

The campaign-style governance has long being existed in China.After the founding of the People's Republic of China,it was mainly embodied in the three periods of the mass movement,the period of severe campaigns and special governance.The long-term existence of campaign-style governance has its special historical reasons and practical requirements,with historical dependence and realistic rationality of the path,ensuring the legitimacy of performance,and at the same time conforming to the political governance ecology of China.Although campaign-style governance has existed for a long time,it also has its inevitable drawbacks.It violates the spirit of social rule of law,promotes the speculative psychology of society,reduces the overall social effect,and further reduces the credibility of the government.Taking the establishment of a civilized city in the A city of A as an example,this paper analyzes the “Zuiqiang”,“Zuiyan” and “Zuishi” adopted by A in the process of creating a civilized city through in-depth interviews with the relevant staff of the Civilization Office of A.The most practical approach has realized the organic combination of sports-type creation and normalization in the process of ideological mobilization,incentive construction,project development and department integration,and improved the software and hardware level of urban construction in A.The short-term centralized application of the governance resources and governance capacity is not sustainable.By summarizing the multi-governance main body and the multi-sectoral cooperation of the government in the process of creating a city in the city,the regulations are pre-emptive and normalized.The transformation has provided some reference for the path transformation of campaign-style governance.It is necessary to establish a normalized governance thinking,abandon the way of thinking about sports,and to achieve a normalized governance mode to ensure the effective participation of multiple governance entities,to achieve institutional guarantees of the rule of law,and to continuously strengthen the management of resource reserves and improve governance capacity.With the social and economic development,continue to achieve progressive reform of the movement of governance,to achieve the normalization of governance methods and governance results.
