In recent years, the term job burnout appeared more and more frequently. And there were a large number of reports related to job burnout from Internet, newspapers and magazines. With the stronger social competition, people experienced more serious anxiety and stress from their job. Job burnout was attached great importance by the whole society and it has become a hot topic in social-psychology, organizational behavior and human resource management in the past thirty years.In the early research both from domestic and abroad, the researchers built-up the framework of job burnout theory and made the definition and developed a series of measurement tools. Meanwhile, aiming at the people-service jobs such as teachers, nurses and policemen, large scale researches on job burnout were implemented. But only a few researches were aimed to civil servant.From the author's point of view, civil servant is a special group of people no matter in which country. And in China, their work efficiency is closely related to the service level of the government. The civil servant provides direct or indirect service to public, and the civil servant should have the concept of serving people in mind and excellent working skills and coordinating capability. Especially nowadays, the Chinese government is working hard to build a harmonious society and service-oriented government, the service concept and working skills and communication capability are crucially important. According to the author, the civil servant below the Division Director level is the main part of civil servant, and job burnout has great impacts on the effectiveness of these skills and capability. The related departments and organizations should pay attention to this issue.Based on this, the purpose of the article is to make a survey and understand the job burnout situation of civil servant below the Division Director level of Jilin Provincial Government, carefully analyze and exam the reasons which lead to job burnout, and actively put forward relevant strategies. It is of great importance to upgrade the administration ability and level of government and strengthen the efforts to build-up a service-oriented government. Meanwhile, the article will enrich and further develop the theory and practice of job burnout research in China.The article mainly includes the following parts:Part one is research review. The author carefully examined the early research results on job burnout both from domestic and abroad, and analyzed and summarized the concept, related theories, and measurement tools in an overall manner. Based on this, the author mentioned that the definition and three dimensions theory and MBI-General Survey developed by Maslach were comprehensively accepted and widely used. These are also the theoretical bases for this article.Part two is research design. The author sampled randomly in the civil servant below the Division Director level of Jilin Provincial Government, and made the survey with MBI-General Survey, Minnesota Satisfaction Questionnaire, and Myers-Briggs Type Indicator. The collected data was inputted into SPSS software and analyzed with the synthetic use of factor analysis, variance analysis, T-test, correlation analysis, etc.Part three is the research results. The author tested the reliability and validity of MBI-GS, and analyzed the performance of job burnout and its three dimensions on different demography factors, and the respective relation of job burnout to job satisfaction and character types. The results are: (1) MBI-GS has good reliability and validity; (2) the differences of exhaustion dimension are significant due to different gender and title ranking, the differences of job burnout and cynicism dimension are very significant due to different title ranking, and there are no significant differences on other demography factors but certain rules do exist; (3) job burnout is significantly negatively correlated with job satisfaction and external satisfaction, and the relation to character types is not significant.Part four is analysis and discussion. Based on the research results mentioned above and related theories, the author discussed the job burnout situation of civil servant below the Division Director level of Jilin Provincial Government, analyzed and explained the reasons which lead to job burnout from different perspectives, and offered relevant strategies to reduce the happen of and lessen the degree of job burnout.Part five is conclusion. According to the research above, the author made the conclusion and carefully re-examined and reflected the process and method of the research. The conclusions are: (1) the Chinese version of MBI-GS has good applicability to civil servants; (2) job burnout and its three dimensions have obvious differences on gender and title ranking, and also have different characteristics on other demography factors; (3)job burnout is closely related to external satisfaction, and to upgrade the external satisfaction level is the effective method to reduce the happen of and lessen the degree of job burnout, the character type do not have obvious effect on job burnout, and it may affect job burnout experience together with other factors.
