In practice of human resources management, selecting and appointing personnel affects the organization's stability and development. As county governments face to the public in management of public affairs, its decision-making of personnel appointing is a momentous problem. Decision-making of personnel appointing has risk, so it needs to build the correlative responsibility system. Along with the development of market economy system reform, the principle of market transactions has penetrated into the political sphere, there are more and more problems about malpractices and corruption in decision-making of personnel appointing. The key reason is Powers and responsibilities are unequal. So, building the accountability system of decision-making of personnel appointing in county government is the key tache of Institutionalization of decision-making of personnel appointing.The text starts with this as a logistic jumping-off point, and aims at the county government, which has the complete function and specialized in both connecting between the preceding and the following as well as combining with urban and rural areas, then analyses the existing situation about decision-making of personnel appointing which is regarded as the research object using risk management theory and methods in order to point out the existent moral risk and operational risk. Afterward, combined inducements of the risks: individual factor and system factor, this text explains the dangers, and puts forward an effective way to guard against the risks: establishing the accountability system of decision-making of personnel appointing in county government. Based on the above analysis, the text concludes the factors which restrict the set up of accountability system about decision-making of personnel appointing in county governments of China. At the same time, according to the related experiences of accountability system about civilians' selection and appointment in foreign countries, this text brings forward specific path selection of building up the accountability system about decision-making of personnel appointing in county governments of China from several aspects such as idea leading, system ensuring and standardization, operation and surroundings auspice.
