China's public institutions providing public service is an important social organization. However, with the constant development of China's national economy, and institutions of the personnel system and the original system can no longer meet the needs of social and economic development, the need for reform, adapt to the current development needs. In 2000, the CPC Central Committee and the State Council made public institution reform of the personnel system, and establish a system of appointment based on management positions and to focus on the institution of new personnel management system. This institution reform of the personnel system is the principal institutions of completely negates the personnel system is in the process of developing a major change.In this paper, the concept of public institutions, characteristics, classification and the status quo, pointing out that the reform of the institutions of appointment for the necessity and urgency of, and expounded employment system reform, the main contents of a successful reform of the test, and the related organizational change Theory. Then Zhuzhou City reform of the employment system was introduced and the theory of organizational change has emerged in the course of reform issues for analysis. Zhuzhou City employment system reform in three main areas encountered resistance, first individual resistance, the interests of employees and gains and losses, the psychological fear, and so workers do not want to cause reform; Second is to organize resistance, the original role of the personnel system still, supporting policy reform not perfect; Third, the external environment resistance, the need to ensure social stability and to prevent mass incidents, the reform efforts are not too much.Therefore, in order to smoothly push forward employment reform institutions, we must strengthen the ideological and political work of trade unions, and promote the concept of change. All of the staff through a personnel agency, to personnel files fragmented original units dependent on the basis of the "units" to "social man", overcome organizational inertia, at the same time, speed up the building of complementary measures to break the shackles of the existing organizations. To maintain social stability, we must also strengthen the trade union building, the proper placement of recruits, and strengthen NGO building, the introduction of competition, forcing workers awareness of the need to reform public institutions, only the reform only way out.Employment research institutions involved in the reform areas is broad, author of knowledge limited only done some preliminary research; hopes to employ the system for the city of Zhuzhou play a certain role in promoting reform.
