As 21st century is the key time of urbanization development. Issue of how to improve efficiency of urban management has been highly globally concerned. In the era of information, public service from government is developing in the direction of more transparency and publicity.Based on the above background, the thesis paid attention to governmental responsibilities and orientation in public service within the section of governmental portal website. According to the theory of public service in the field of administration management, City Portal Usability of Information index, CPUI, a new evaluation index system, was created through referring to the usability theory in the field of computer science.A deep understanding and examination to the public service supplied by government who is supposed to supply his taxpayers more satisfying services will be acquirable. Hence, this thesis innovated and pioneered a new method to evaluate the effectiveness of government's work on information supplying.According to CPUI, created in this thesis, several typical government portal websites have been separately researched. By referring to other advanced portals, practical experience has been introduced and analyzed. In addition, problems existed in general domestic urban portals are proposed and reasons been found in detail. After analyzing the above features and problems, suggestions which are intended to improve information usability of governmental portals were logically narrated.The brief narration in Chapter1 includes the background of the theme, its purpose, research method, internal research status quo and the definition of some important concepts. Chapter 2 is theoretically analyzing the information usability in governmental portal, from which CPUI be set up. Chapter 3 analyzed the representative features of domestic governmental portals. Chapter 4 listed experience of advanced portals. Chapter 5 puts forward some suggestions to the questions posed in preceding chapters.
