Our Government Management Pattern's Orientation Research During The Information Age

The information age, WTO and the economic globalization turn into for a remarkable characteristic of the government managing environment changes day by day, and at the same time, they propose the unprecedented challenge to our government management. So it is very important that how our government further does improve its service quality and work efficiency during the period of the socialist market economic construction, establish a flexible efficient and clean government and form new management pattern. Accordingly, we have the necessity to do the deep exploration and research to our government management pattern on the background of the information age.From the history of our government management pattern start, this article, on the basic of possessing a certain amount of information, analyzed our government management present defects inconsistent with the information age through the empirical study. On the basic of correcting these defects, we used atotally new government management model——E-government which is thecombination of the information technology and new management idea through the absorption of the advantages and the advanced nature of the Western new public management model, and combined with the theoretical foundation, analogy basis and positive experience, in order to explore the breakthrough of our government management theory and the changing ways of our future government. This article will do the elaboration from the following parts:1. Through doing some research on the meaning of government management pattern and the four periods of Chinese government management pattern today, the author pointed out the defects of our traditional government management pattern and concluded the challenges of e-government to government management pattern, in order that the government management pattern show the new characteristic which is different from any lasting times.2.Through analyzing the effectiveness of the Western new public management model, we can conclude that the Western new public management model has certain superiority and advanced nature. Therefore, it has the important reference value to construct Chinese future government management.3.Through analyzing the E-government construction of district Qin Du, Xian yang city, Shaanxi Province, this article, from the following four aspects: the government idea, the government function, the official organization structure, the government movement way, analyzed the impact of E-government to the government management model and changing ways in the information age, which showed that E-government is one of effective ways that the government management pattern transforms at present.4.The author started from the following two aspects: reference to the advantages of Western new public management model and using the totally new government management model—E-government during the information age, then gave the proposals to construct our future government management pattern, for instance, establishing the concept of public management and the networks of governmental organizations, strengthening the Government's service functions and so on. Accordingly, the author further defines the orientation of future government management model-the "digitalservices" of government management model, and analyzes its value.
